Delegated Contracting Authority
OCP Policy No. 1802.00 * describes OCP’s policy on the delegation of contracting authority to District of Columbia agencies. Interested agency heads may elect to formally request delegated contracting authority from the Chief Procurement Officer (CPO).

Delegated contracting authority happens when the CPO authorizes trained and certified individuals within District agencies to obligate public funds. These individuals are identified as Agency Contracting Officers (ACO). OCP Policy No. 1802.00 outlines the conditions for selection, assignment, increase, decrease and termination of delegated contracting authority. Although agency heads are expected to help identify qualified individuals to procure under delegated authority, the CPO will maintain authority over those appointed individuals and set levels of contracting authority through issued warrants. Before receiving a warrant for delegated contracting authority, individuals must undergo extensive training and certification by the CPO.
Delegated contracting authority will be immediately revoked at any time if the CPO determines that an ACO fails to comply with the requirements of the delegation and the conditions mandated in OCP Policy No. 1802.00 *. Audits of ACOs and agency procurement activity will be frequent and random.
Agencies must not deviate from established procurement policies, procedures, regulations and code.
